LEADERSHIP PROFILES

Ms. Antoinette Williams is the founder and Chief Executive Officer of Williams Consulting LLC. She is a customer focused, technically astute, Health IT Operations strategist with a stellar reputation in directing large-scale Health IT programs and improving processes to maximize efficiency, productivity, quality, and financial results. With over 25 years of experience in successfully implementing Federal, State and Local mandates in the Commercial and Public health care sectors, she has focused on evaluating legislative mandate impacts, ensuring compliance, and leveraging policy and technology to mitigate plan performance risk. 

 

Ms. Williams’ Health IT program experience includes the successful implementation of over 20 large-scale innovative technology solutions in support of mandated Federal Legislation at the Centers for Medicare and Medicaid Services (CMS), on time and within budget.  This includes full life-cycle software development efforts and systems integration efforts in support of both the launch of the Medicare Prescription Drug Act (Part D) and The Accountable Care Act (ACA).  Her health plan/payer operations experience includes responsibility for a high performing claims payment operation, including Coordination of Benefits (COB), fraud and abuse, and medical review for coding and quality of care discrepancies. She has extensive experience in leading public health, population health, health disparities, and scientific research projects.

 

Ms. Williams has extensive experience leveraging information technology best practices to mobilize and lead high performing teams required to drive outcomes within complex stakeholder environments. She has received numerous corporate awards for program excellence in delivery and execution. Prior to starting her own business, Ms. Williams served as the CMS Program Executive for Northrop Grumman Corporation Health Solutions Management and a Consulting Director and Program Manager for CGI Federal. Ms. Williams also served as the Director of Managed Care Operations at CareFirst Blue Cross Blue Shield. Ms. Williams has a Master of Business Administration from Loyola College, Baltimore, Maryland and she is a Certified Professional in Health Information Technology. ​Ms. Williams is a five-term former Board Member for the National Capital Area Healthcare Information and Management Systems Society (HIMSS).

Mary Warren, Vice President of Operational Excellence

Ms. Mary Warren is Williams Consulting, LLC’s Vice President of Operations.  Ms. Warren is a process focused program manager with over twenty-five years of progressive experience in business and information technology process development and management in the healthcare and financial industry. Ms. Warren has a proven track record of building successful enterprise Program Management Office, Vendor Management and Quality Assurance Programs (processes and tools) from the ground up within aggressive time frames. She has successfully implemented CMMI Level 3 project delivery processes across multiple software development, operations and maintenance projects resulting in numerous superior customer satisfaction scores.     

 

Ms. Warren has nine years of Federal Contracting experience working in both small business and large business settings.  Ms. Warren has overseen the implementation and execution of existing and new government IT contracts for the Centers for Medicare & Medicaid Services (CMS) with management responsibilities for Task Order contracts from initiation to closeout; meeting technical, schedule and financial requirements; directing and/or supervising personnel; customer management, risk management; and subcontractor oversight.

 

Ms. Warren has a Master of Business Administration from the University of Pittsburgh, and a Master of Public Administration from the University of Baltimore.  Additionally, Ms. Warren has a Master’s Certificate in Information Technology Project Management from George Washington University/ESI.  Ms. Warren is a certified Project Management Professional.​

 

Dr. Erika Copeland, Director of Corporate Strategy,
Growth, and Operations

Dr. Erika Copeland has a PhD in Public Health, with a focus in Community Health and Education, a Master of Public Health, Master of Business Administration (MBA); and a Bachelor of Science degree in Biology and Chemistry. She has over 20 years of leadership experience in Program and Project Management in the healthcare, biomedical, and socio-behavioral research industries. Dr. Copeland has 10+ years of experience leading teams in the planning and implementation of program evaluation activities, including stakeholder engagement, needs assessments, data collection and analysis, and capacity building through training and technical assistance. She has 15+ years of experience translating research findings and information into reports, actionable practice, and recommendations to improve health outcomes. She has led multi-disciplinary teams across several federal agencies, including the Centers for Disease Control and Prevention (CDC) and the Department of Defense (DoD). 

 

Dr. Copeland led evaluability assessments (EA) for CDC’s National Center for Injury Prevention and Control (NCIPC) Research and Evaluation Branch’s (REB) Evaluation of Hospital-Based Violence Prevention to identify promising violence prevention programs being implemented in hospital-based settings using the Systematic Screening and Assessment (SSA) method. She managed an environmental scan of the “universe” of hospital-based violence prevention programs, identification of innovative hospital-based violence prevention programs, identification of subject matter experts (SMEs) to rate the program, and the synthesis of information gathered about programs to inform the EAs.

 

Dr. Copeland led research and data analysis efforts that supported the DoD Defense Suicide Prevention Office’s (DSPO) suicide prevention efforts. She managed program evaluation efforts, including survey development, pilot study evaluations, and implementation evaluations. Dr. Copeland managed longitudinal and trend analysis of quantitative private sector, government, and other data to obtain comparable estimates across demographic and other categories. She also led data analysis to identify trends and make recommendations for implementation of targeted suicide interventions and further research.

Dr. Copeland provided evaluation and content expertise to the Division of HIV/AIDS Prevention (DHAP), part of the National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP). She led the design and fielding of a qualitative study that examined local implementation of National HIV/AIDS Strategy (NHAS) and CDC’s High Impact Prevention (HIP) through interviews with grantees and the Division’s Program Prevention Branch (PPB) Project Officers who support these jurisdictions, as well as capacity building assistance (CBA) providers. 

 

Dr. Copeland supported the National Center for Emerging and Zoonotic Infectious Diseases, Division of Foodborne, Waterborne, and Enteric Diseases (NCEZID/DFWED), Waterborne Disease Prevention Branch (WDPB) by leading surveillance of Harmful Algal Blooms (HAB). She managed the creation of public health communications and training materials that were Section 508 compliant and took them through the clearance process, for distribution to and use by CDC partners and health stakeholders across the nation.

 

Dr. Copeland also has led teams for 100+ clinical trials in Cardiology/Vascular Diseases, Endocrinology, Gastroenterology, Hematology/Oncology, Nephrology, Neurology, Nutrition, Obstetrics/Gynecology, Psychiatry/Psychology, Socio-behavioral. She was the Founder and Director of 2 previously owned multi-disciplinary Clinical Trial Site Management Organizations with associate physicians and staff. She has proven success in recruiting and training physicians, nurses, medical staff, participants, and participant family members in healthcare facilities and clinical trials. She has extensive leadership experience in building, managing, coaching, and mentoring global Clinical Project Management teams on cross-functional pre-launch, post-launch, closure, and auditing of clinical trials and research activities. Dr. Copeland has proven experience working as a Senior Global Manager in a Fortune 500 company offering biopharmaceutical development and commercial outsourcing services.
