Antoinette Williams, Founder & CEO
Ms. Antoinette Williams is the founder and Chief Executive Officer of Williams Consulting LLC. She is a customer focused, technically astute, Health IT Operations strategist with a stellar reputation in directing large-scale Health IT programs and improving processes to maximize efficiency, productivity, quality, and financial results. With over 25 years of experience in successfully implementing Federal, State and Local mandates in the Commercial and Public health care sectors, she has focused on evaluating legislative mandate impacts, ensuring compliance, and leveraging policy and technology to mitigate plan performance risk.
Ms. Williams’ Health IT program experience includes the successful implementation of over 20 large-scale innovative technology solutions in support of mandated Federal Legislation at the Centers for Medicare and Medicaid Services (CMS), on time and within budget. This includes full life-cycle software development efforts and systems integration efforts in support of both the launch of the Medicare Prescription Drug Act (Part D) and The Accountable Care Act (ACA). Her health plan/payer operations experience includes responsibility for a high performing claims payment operation, including Coordination of Benefits (COB), fraud and abuse, and medical review for coding and quality of care discrepancies. She has extensive experience in leading public health, population health, health disparities, and scientific research projects.
Ms. Williams has extensive experience leveraging information technology best practices to mobilize and lead high performing teams required to drive outcomes within complex stakeholder environments. She has received numerous corporate awards for program excellence in delivery and execution. Prior to starting her own business, Ms. Williams served as the CMS Program Executive for Northrop Grumman Corporation Health Solutions Management and a Consulting Director and Program Manager for CGI Federal. Ms. Williams also served as the Director of Managed Care Operations at CareFirst Blue Cross Blue Shield. Ms. Williams has a Master of Business Administration from Loyola College, Baltimore, Maryland and she is a Certified Professional in Health Information Technology. Ms. Williams is a five-term former Board Member for the National Capital Area Healthcare Information and Management Systems Society (HIMSS).
Mr. Robert Sens, Senior Vice President of Operations
Mr. Robert Sens is the Senior Vice President of Operations. He brings more than 16 years of experience leading large and complex programs for government agencies, first as a senior Federal employee and then as a contractor. He has experience leading geographically dispersed teams as large as 1,200 people in areas such as program management, change management, communications, professional services, intelligence and information analysis, and IT.
As a Senior Intelligence Analyst with the Defense Intelligence Agency (DIA), Mr. Sens supported intelligence efforts for multiple conflicts and anti-terrorism efforts. His intelligence analysis and briefings supported senior U.S. government officials, such as Cabinet-level officials and members of Congress. Mr. Sens received multiple awards for his efforts, including the Army Commander’s Award for Civilian Service while deployed to Afghanistan in support of Operation Enduring Freedom.
Following his government service, Mr. Sens entered Federal contracting, where he led contracts supporting the White House, the Departments of Defense, State, Health and Human Services, National Institutes of Health (NIH), Veteran Affairs, Homeland Security, Justice, the Small Business Administration (SBA). National Science Foundation (NSF), Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC). His teams included an 800-person loan processing program at SBA, daily media analysis for three U.S. Presidents, and world-wide communications for the Defense Health Agency.
Mr. Sens earned a Juris Doctor from Nova Southeastern University and a Bachelor of Science in Communications from Florida International University.
Director, Marketing and Communications
Kim Price-Harwood is Director of Marketing and Communications. She brings more than 25 years of marketing, communications, and strategy development expertise. Ms. Price-Harwood has extensive experience providing marketing and communications support across a variety of industries, including the federal contracting arena.
As Vice President, Marketing, Communications, and Customer Relations at Graduate School USA (GSUSA), Ms. Price-Harwood was responsible for the development and implementation of integrated marketing communications policies and strategy, brand development, digital presence, public relations, and creative services. She also served as GSUSA’s head of Customer Relations, where she led strategic planning and implementation for the Customer Relations Center.
Prior to joining GSUSA, Ms. Price-Harwood was a member of the senior strategic communications team at LeapFrog Solutions, a marketing communications company located in Fairfax, Virginia. She has also held senior marketing positions at companies such as Verizon Federal Markets and Kellogg Brown & Root (KBR).
Ms. Price-Harwood holds a Bachelor of Arts degree in Communications from American University and a Master of Science degree in Marketing Management from University of Maryland Global Campus (formerly University College).
